’zhan (zhan) nga (mnga’?) che ngag (sngags) tsun (btsun) snams la spring pa / “Sent
to the the laity and clergy of the capital (? lacuna) [as well as to] the mighty
and the humble, and to the powerful tantric lamas and the monks”
